  1. Preheat oven to 400°F.
  2. Cut bell pepper into 1" pieces.
  3. In shallow roasting pan, arrange chicken, onions and bell pepper.
  4. Sprinkle garlic and rosemary on top.
  5. In a small bowl, whisk together balsamic vinegar, sugar, olive oil, salt and pepper, and pour over the chicken and vegetables.
  6. Bake uncovered 40 minutes, or until the chicken is cooked through.
