  1. Place meat in a pot and cover with water. Bring to a boil.
  2. Add diced carrots, parsnips, herbs and seasoning.
  3. Simmer over moderate low heat for 20 minutes.
  4. Add peeled whole potatoes and beef stock.
  5. Simmer on low heat for 1 hour. Stir occasionally.
