  1. Combine butter, sugar and vanilla; beat until light and fluffy.
  2. Blend in chocolate.
  3. Combine flour, baking powder and salt in a separate bowl; add to chocolate mixture alternately with milk.
  4. Stir in raisins.
  5. Cover; refrigerate until firm.
  6. Heat oven to 350°F.
  7. Grease cookie sheets.
  8. Shape dough into 1-inch balls; roll in powdered sugar.
  9. Place on cookie sheets.
  10. Bake in upper third of oven for 12 to 15 minutes (do not over bake).
