In a Pan, Combine potatoes, Onion, water And butter. Bring to a Boil. Cover, Simmer For 10 to 15 Minutes, or Until potatoes Are Tender. Add corn And milk. Simmer For 15 Minutes Longer. be Careful Chowder Does Not Boil. Season With salt And pepper. if Desired, Garnish Each Serving With chives. Serves 8
