  1. Cook potatoes and save the water.
  2. Add onions, melted butter, parsley basil, flour, salt and pepper.
  3. Mix and blend together.
  4. Add cold milk.
  5. Stir well.
  6. Add hot (scalded) milk.
  7. Add potato water.
  8. Stir until thick.
  9. Add cooked bacon if desired.
  10. Let cook over low heat until flavors are cooked through.
