1. Trim excess fat from meat.
  2. Cut meat into thin strips about 2 inches long.
  3. Coat with flour.
  4. In skillet, brown meat, onion and garlic in melted shortening.
  5. Stir in 1 cup of water and tomato sauce, vinegar, horseradish, mustard, salt and pepper.
  6. Cover and simmer for 1 hour or until meat is tender, stirring occasionally.
  7. Stir in remaining water.
  8. Serve over rice.
