  1. Blend flour in oil in Dutch oven or large skillet (preferably cast iron).
  2. Cook over medium heat, stirring constantly, until it is deep brown.
  3. Add onion, celery, green pepper and garlic; cook until vegetables are tender.
  4. Stir in beef, pork, giblets, salt, black pepper and red pepper.
  5. Continue cooking until meat loses its color.
  6. Stir in broth; cover and simmer 25 minutes.
  7. Stir in rice and onion tops; cook 5 minutes longer.
  8. Mixture should be slightly moist.
