  1. Add flour to skim milk; beat or stir until smooth.
  2. Place broth or drippings and onion in saucepan; heat to boiling.
  3. Add flour-milk mixture to broth very slowly, stirring constantly; season to taste.
  4. Reduce heat; cook 5 minutes, stirring constantly.
