  1. Melt butter in pan.
  2. Sauté onions, garlic and pepper about 4 minutes.
  3. Add Worcestershire.
  4. Melt cheese in top of double boiler over simmering water.
  5. Stir in tomatoes and cooked onion mixture.
  6. When this begins to bubble, stir in cornstarch mixture.
  7. Stir until sauce thickens.
  8. Pour into top of chafing dish and keep hot while serving with corn chips as dippers.
