  1. Combine meat and 2 cups cold water, mix thoroughly.
  2. Saute onion and chile in oil.
  3. Add meat, rice and oregano.
  4. Cook over medium heat stirring constantly until rice is cooked; about 15 minutes.
  5. Do not allow it to actually boil.
  6. Add more water if necessary.
  7. Add parsley and salt to taste.
  8. Serve with "Sopa Paraguaya" (Paraguayan cornbread); the traditional accompaniment. Look for another recipe for the cornbread.
