  1. Cut up shrimp into bite size pieces and saute with garlic in broth.
  2. Add stewed tomatoes, stir and simmer for five minute.
  3. Add skim milk, flour, and green onions.
  4. Stir.
  5. If you use the red pepper, stir it in now.
  6. Sprinkle in parmesan cheese.
  7. Cook on low until all ingredients are blended.
  8. Do not boil.
  9. Serve over pasta.
