  1. In a large bowl combine the flour, sugar (or honey), baking powder, baking soda, cinnamon, and nutmeg in a bowl.
  2. Mix to blend.
  3. Add the orange juice, oil, egg, pumpkin, and raisins.
  4. Stir just until the dry ingredients are mixed.
  5. Pour into lightly oiled muffin tins.
  6. Bake at 400°F for about 15 minutes.
