  1. Cream margarine and sugar until fluffy.
  2. Add egg replacer mixture, and beat again.
  3. Add water and vanilla.
  4. Sift dry ingredients together and mix well into wet mixture.
  5. Add oats and raisins, and stir.
  6. Form cookies into small balls and place on greased baking sheets.
  7. Bake at 350°F for 15 minutes, until edges are done.
