  1. Brown ground beef, drain fat.
  2. Smother chopped onions, garlic, and bell peppers with drained ground beef, until peppers are somewhat cooked.
  3. Add Rotel tomatoes, Parmesan cheese, and Italian bread crumbs.
  4. Pour all ingredients into large baking pan.
  5. Top with more Parmesan cheese, and bread crumbs.
  6. Bake until bread crumbs are light golden brown.
