  1. In a large skillet, brown or stir-fry ground beef with the oil. Drain fat.
  2. Add onion, green pepper and garlic to the skillet. Cook, stirring occasionally, 5 minutes until tender.
  3. Add remaining ingredients except chips and cheese. Mix well and cover.
  4. Bring to a boil. Reduce heat and simmer 1 ½ hours. Stir occasionally or until meat is tender. Serve hot with corn chips and shredded cheese.
