  1. Cook beef, onions, green peppers, chili powder, salt, pepper and garlic powder until meat is no longer pink and vegetables are tender, stirring frequently to crumble meat.
  2. Add tomatoes and rice.
  3. Spoon into buttered 2-quart casserole.
  4. Bake at 350 °F for 25 minutes, or until thoroughly heated.
