  1. Cook shrimp in oil in wok or large skillet in oil 2 minutes.
  2. Add onion, peppers, celery, garlic, ½ cup broth and black pepper. Cover; steam 2 minutes.
  3. Dissolve cornstarch in remaining ¾ cup broth and soy sauce
  4. Stir into shrimp.
  5. Add tomatoes; cook, stirring, 2 minutes, or until sauce is clear and thickened.
  6. Serve over fluffy rice.
